In my Temp Folder (C:\Documents and Settings\Administrator\Local Settings\Temp)  i see alot of temp file all with the same size there is 19 of them so far and they keep downloading in there on there own.

I manually empty temp folder each time when i start my computer everything is ok but the moment i connect to the internet they start showing in the temp folder one by one.

656MB in total  will keep on increasing.

they are taking a lot of space n my C drive....and my internet connection is always active means whenever i connect to internet these files automatically start appearing in my tem folder.

Ashleshy,
I recommend that you clear out your cache folder one way to do this is to download CCleaner
(Note in CCleaner: go to >options > advanced > Uncheck "Only delete files in Windows Temp folders older than 48 hours").
After that I recommend that you use a anti-malware program such as Malwarebytes' Anti-Malware after installing run a full scan for Spy/Malware then if needed you can post the logfile here.
