yep there is such a thing

will clean out temp files and cookies ( including flash cookies) and a lot of things like ccleaner does

i am not a Linux expert !
but installed Ubuntu 10.4 on a friends system and after install and one month of use i ran bleachbit on it and got 1 GIG of junk off ( things like all the other languages but english)
s will try it on a windows system the next time i get a chance

i did a quick test on my windows box ( xp)
i ran Ccleaner and it wanted to remove 80K and mostly in firefox and IE

i ran bleachbit and it wanted to remove 26 MEG ( and the flash cookies and cache)

so it might be a replacement for C cleaner in windows
as open source and free and no chance of getting adds or toolbars if you can't find the "slim version" ;-D
